Human Resources Manager Required in Dubai

To develop and implement HR Strategy which fit to overall objectives and goals, oversee and direct the provision of a professional and comprehensive Human Resource services inclusive of all employee relations issues, create a healthy working environment and mechanism that enable the organization to integrate employee needs in order to ensure a maximum utilization of human resources.

Principal Accountabilities:

STRATEGIC

· Contribute to the achievement of the Organizations Mission, Vision and Business Objectives through the development and implementation of HR Strategies, Policies, & Procedures

· Develop, implement and evaluate HR Strategy of the Organizations in accordance with the business strategy and objectives and ensure the strategic integration of HRS.

· Lead the development and growth of the Human Resource staff through effective management of resources

· Ensure that HR Functions are seen as a proactive, strategic and integrated with hospital strategy.

· Keep the Management of the Organizations promptly updated on all aspects concerning Human Resource Management

· Work collaboratively across to ensure continuous improvement of the HR Function, working to maximize efficiency and effectiveness

· Introduce and enhanced Talent Management and Succession Planning

MANAGERIAL

· Develop Human Resource Policies and implementing procedures to achieve the most effective use of Human Resources to improve productivity and increase customer satisfaction.

· Ensure that the policies, systems and procedures to manage performance effectively, including rewards and incentives to deserving personnel are adhered to.

· Develop and implement staff orientation policy Develop and update the reward and benefits system in the hospital which can support the achievement of the organization and ensure that it competes in the marketplace

· Comply and meet the standards of the JCI requirements

· Prepare an annual Human Resource Plan for organization

· To ensure that Organization is able to attract, appoint, develop, motivate & retain staff with high caliber

· Provide an advisory and consultative service on all aspects of employment in association with the UAE Labour Law to ensure that complies with all legal requirements and best practice.

OPERATIONAL

· Ensure effective communication arrangements for all personnel in all disciplines

· Ensure the filling of vacant posts, with the appointment of competent personnel

· Develop, implement and maintain an attendance management policy, system and procedures to ensure the optimal utilization of personnel

· Manage overtime system including records and compensation

· Ensure that all Hospital staffs are meeting the Legal requirements of all government departments such as Labour Ministry, Immigration Department, DOHMS, etc.

· Prepare and monitor Key Performance Indicators (KPI) for HRD (Turnover Rate, Stability Rate, Staff Satisfaction, Training Rate, Absenteeism Rate)

· Establish and maintain appropriate Human Resource Information System (HRIS) for measuring necessary aspects of HR Development

· Design and overlook all types of Employment Contracts, job offers, and hospital agreements related to all types of employment (Permanent, Part-time, Locum, On – Call)

· Conduct “job analysis” to all the job titles, and accordingly develop job description, person specification and required competency according to all job titles under best HR Practice

Qualification & Experience:

Bachelor’s Degree with MBA in Human Resource Management or a related field
At least five (5) years relevant experience in HR Management or an equivalent combination of relevant education. Two (2) of them in a senior position
